On 27 June 2009, the Institute published an explanatory guide to the Guarantees on the Lisbon Treaty, “which the Irish government secured from the leaders of the other 26 Member States at the European Council meeting on 19 June 2009.”

The publication, entitled « The Irish Guarantees Explained », contains the original text of both the Decision of the Heads of State or Government of the 27 Member States and a National Declaration on specific issues which were of concern to Irish people at the last referendum. The document also contains easily understood explanations of the political and legal meaning of the guarantees.

You can find this document on the IIEA website http://www.iiea.com

This publication is part of the Institute’s ongoing work on the Lisbon Treaty. A companion report will be released shortly, including a more detailed analysis of the legal and political background to these guarantees.
